President Mei Hing Chak Selected As a Member of the National Committee of CPPCC Again

Recently, the list of members of the 13th session of the National Committee of CPPCC was passed at the 24th meeting of the 12th session of the National Committee of CPPCC. President of Heung Kong Group and a member of the 12th session of the National Committee of CPPCC Mei Hing Chak was selected as a member of the new session of the National Committee of CPPCC again.

Mei Hing Chak, as a member of the 12th session of the National Committee of CPPCC, is keen on social issues attracting widespread concerns and actively contribute ideas and exert efforts for such issues. In the past five years, Mei Hing Chak submitted 21 personal proposals in total, including 9 proposals in relation to philanthropy, and she submitted proposals in relation to “left-behind” children every year. In 2013, Mei Hing Chak submitted the Proposal on Strengthening Family Education Guidance for Left-behind Children, in 2014, submitted the Proposal on Establishing a Protection Mechanism for Left-behind Children, in 2015, submitted the Proposal on Building a New 3D Care Program for Left-behind Children, and in 2016, submitted the Proposal on Creating a Good Pre-school Education Environment for Left-behind Children.

It is gratifying that several of her proposals have been adopted and turned into reality. In 2015, Mei Hing Chak submitted the Proposal on Encouraging Charitable Trusts to Boost Development of Philanthropy Cause, in which it was suggested to introduce special rules and regulations, develop preferential tax policies and allow non-public funds to establish charitable trusts. In 2016, China promulgated the Charity Law, and the legal status of charitable trusts is protected according to Chapter V. In early 2016, the State Council issued the Opinions on Enhancing Care and Protection for Left-behind Children in Rural Areas, in which many contents are identical to those in her proposal, for example, it is stated that it is an important duty of governments at different levels and also common responsibilities of families and the whole society to strengthen care and protection for left-behind children in rural areas. And subsequently, the Ministry of Civil Affairs carried out children care service system construction pilot programs in certain regions in China, and performed thorough screening with respect to left-behind children. In 2017, Mei Hing Chak also paid attention to charitable trusts, and suggested to introduce supporting measures for encouraging the development of philanthropy cause. And subsequently, the former CBRC and the Ministry of Civil Affairs jointly drafted an implementation measure for charitable trusts considering policies in relation to public offering, dual trustees and tax preferences, all of which are mentioned in Mei Hing Chak’s proposal.

As a member of the new session of the National Committee of CPPCC, Mei Hing Chak says she will perform her duties diligently and fulfill the mission as a committee member. She hopes some hot issues could be addressed with the help of her proposals and the society would become more beautiful.
